Please find attached the ordinary General Assembly meeting financial report and budget, power of attorney, and agenda of TOROS ÇEKİÇ.5-6-7, which will be held on 24.09.2025. at 10:00 o’clock.

 If the required number of owners can not be reached in this meeting the second meeting will be held on 01.10.2025 at the same time and same place without calling the participants. It has been kindly asked by all the owners to join the meeting or send a power of attorney.

NEWSLETTER – JULY 2025

First, We would like to thank you for being part of the Toros community.

The Board of the Toros Çekiç Complex would like to address the recent information letter regarding the additional advance communal fee payment of 2.500 TL.

The 2500 TL is one-time payment because the aidat of 1350 TL +2000 TL we decided in the meeting is not enough to cover all our expenses for June, July and August.

As you are aware, the economic situation in Turkey remains challenging, with inflation continuing to rise. For the past two years, we have not had a second caretaker since Yaşar was let go. Recently, we hired a new caretaker, and to accommodate him and his family, we renovated the apartment in Toros 5 to make it suitable for them to live in.

In addition, there have been unforeseen expenses during the 2024–2025 season, such as repeated elevator issues in building 6B and later in building 5B, none of which were inexpensive to resolve.

We also purchased new umbrellas and sunbeds. While these are still insufficient overall, they should be adequate this year, especially as the pool in Toros 7 is currently closed.

We’ve also made several improvements and maintenance efforts across the complex:

The toilets and showers in all three buildings were serviced, repaired, and, where necessary, replaced.

New equipment was purchased for the garden, as the old tools were either broken or had not been properly serviced for years.

Many of the tools were cleaned, repaired, and properly maintained.

The garden tables and chairs were sanded and repainted to extend their life and improve their appearance.

We kindly ask for your understanding that it is impossible to predict all future costs. What we can calculate are only the standard, recurring expenses, such as:

Staff salaries

Electricity (which has increased)

Routine elevator maintenance

Minor repairs and replacements

Cleaning materials

Estimated diesel for the generator

Management consultancy fees

Equipment maintenance

Insurance

Please also note that when the 1.350 TL aidat was decided, 100 Euros was worth approximately 3.600 TL. Today, that same amount equals around 4.600 TL.

Toros is an older building, and unfortunately, we can never predict what will break down or when it will happen. These unpredictable issues can result in significant costs that we must address immediately.

The recent notice regarding the 2.500 TL additional advance communal fee is necessary for the continued operation of our complex and to ensure that daily activities can proceed without interruption.

Please remember that the Board members are volunteers. We are dedicating our time, effort, and goodwill without any compensation. These types of adjustments are happening in many complexes, and when the projected budget falls short, the Board has a responsibility to act.

We understand that some of you feel this decision was made on short notice. We agree that more time would have been ideal. However, if we work together on this, we can continue to run our complex smoothly and efficiently.

Lastly, I’d like to update you on the current debt situation. We have successfully collected from most residents, but 6 owners still have outstanding debts totaling 65.767,80 TL for incasso cases. In addition, the new unpaid aidat amount stands at 71.025 99 TL, bringing the total to 136.793,79 TL.

Please keep in mind that the complex has ongoing monthly bills that must be paid on time, and we must also be financially prepared for any urgent, unforeseen malfunctions.

Based on calculations made together with Panorama, the updated additional advance communal fee of 2.500 TL should be sufficient to cover the complex’s current needs.

Dear Residents of Toros Çekiç 5-6-7 Sitesi

The communal fee, determined as an advance payment and approved during the General Assembly meeting held on 28.09.2024, has proven to be insufficient due to significant price increases and the prevailing unfavorable economic conditions. 
The high inflation rate in Turkey and unforeseen expenses exceeding our initial estimates when we collected an additional 2.000 TL on top of the regular monthly communal fee of 1.350 TL have made this adjustment unavoidable.
As such, it has become necessary to take further measures to ensure that the ongoing site expenses can be adequately met and the comfort and operation of our site are not disrupted. We kindly ask for your understanding regarding the following decisions:
Decision 1: An additional advance communal fee of 2.500.- TL per apartment will be collected from the owners.
Decision2: The amount must be paid by 31 July 2025.
Decision 3: Payments made after 31 July 2025 will incur a 5% late payment penalty per month, and legal proceedings will be initiated against owners who fail to make the payment.
These decisions have been decided.

To ensure a pleasant and respectful environment for everyone, please kindly follow the house rules and be mindful of pool usage guidelines.

Pool Working Hours:
08:00 – 20:00
For safety and maintenance reasons, use of the pool outside of these hours is not permitted.

 Sunbeds & Umbrellas:
•    Reserving sunbeds in advance (e.g., in the evening for the next day) is not allowed.
•    Please do not leave personal items on the sunbeds to "hold" them.
•    After use, kindly return sunbeds and close umbrellas if possible.

 Respect Quiet Hours:
Be considerate of neighbors, especially during rest hours. Avoid loud music and noise in shared areas.

Cleanliness:
Please help keep all shared spaces clean. Use bins and avoid leaving items around the pool.

Dear Residents of Toros Çekiç Blocks 5-6-7

As the board members, our primary goal is to always provide you with the best possible service. In this regard, we must make an important reminder to help maintain order within the comple and ensure the fair use of common areas by all residents.
Despite previous announcements, it has been observed that some residents continue to place personal belongings in the basement floors and hallway corridors. Please be reminded that these areas are communal area for all residents and must not be used as private storage spaces under any circumstances.
Such behavior infringes upon the rights of other residents and disrupts the overall order of the complex. Therefore, we kindly request that any personal items currently placed in these areas be removed without delay. It is essential to keep these spaces clear and respect the rights of your neighbors in order to maintain a harmonious living environment.
Should this situation persist, the board members, will not hesitate to initiate legal procedures and take all necessary actions within the scope of our legal rights.

Dear Residents

We would like to inform you about the recent elevator issue at Toros Çekiç Sitesi 5-6-7 and clarify some misunderstandings that have arisen during this process.

Following the inspections carried out by the Turkish Standards Institution (TSI), the elevators received a red label, meaning there were problems with elevators. Immediately after this development, the management company and board members acted swiftly and contacted current elevator company (No changes have been made since the previous management.). We reviewed the proposal as quickly as possible and approved the necessary work without delay.

Unfortunately, despite our rapid action, the elevator company failed to begin the necessary repairs on time and did not fulfill their responsibilities as promised. When the repairs eventually began, we were told they would be completed quickly, but the elevators remained non-operational for 2–3 days, causing significant inconvenience for many residents.

During this period, we received numerous complaints and criticisms. While we completely understand your frustration, we must clarify that we have no direct control or legal authority over third-party service providers. Their failure to deliver as agreed was also a disappointment for us.

That said, we’re pleased to inform you that after the repairs were finally completed, the elevators passed the renewed TSI inspections and received a blue tag, indicating there is no problem. However, given the issues experienced, we have made the decision not to work with the same elevator company again in the future.

We appreciate your patience and understanding throughout this challenging process. As your management team, we always strive to act transparently and find the fastest and most effective solutions. In situations like this—caused by factors beyond our control—we kindly ask for more empathy and constructive communication from all residents.

UNAUTHORIZED PLANTING IN COMMUNAL AREAS
